I work in software. We have no privacy on our work computers within our company. This should be the same for law enforcement and monitored by an independent group or FBI or a conglomeration of groups. I say this because bigotry and hatred should not be allowed in employees of public safety. And one way to control this is no privacy on issued devices. Then again, "public safety" is a misnomer for the police and has been for several decades; especially since "war on drugs" started 100+ years ago.

It depends on the circumstances as well as the person- not sure you truly understand how impossible it is to know just how someone else will react in the face of danger. If you're being attacked by someone who is doing their best to harm you, your fight or flight instinct kicks in. This guys' apparently is the one and the same.
They don't have any respect for the actual law. They commit street executions on the unarmed, including children. And once you are in the penal system, you don't get put (unless you can afford to have your record expunged). There's no rehabilitation and the system here is made to create cheap labor and fill prison cells. Of course people will do anything to run, especially if you're a POC and getting caught might mean getting curb stomped, or choked to death.
Something to keep in mind is how often interactions with cops turns fatal for everyone but white folk. Like, dude being chased by the cops. Knows he's getting beaten at best, dead at worst. Does it make it right? No, but it does explain why he didn't divert.
I gotta just say that no, this doesn't justify lethal force. Almost nothing justifies lethal force, driving dangerously doesn't justify killing them for it, endangering a police officer doesn't justify killing them for it, performing a hit and run doesn't justify killing them for it, its always shocked me how so many things in the US supposedly justify the use of lethal force. It's part of what got you in this mess, if they can just freely kill you because they say they were scared.
To be fair, theres 3 things to consider- the term lethal force doesn't mean you went for a kill shot, it means you used something with enough force that it could kill someone. A warning shot is using lethal force even though you're clearly missing on purpose. 2. The exact moment that cop could've had his skull crushed by half a ton of metal and rubber would've justified lethal force to stop that situation incase it went tragically wrong. 3. Once he escapes though, the deadly threat is off.
Except there is no reason for them to have an implement that's designed to kill in the first place, they're not soldiers they're not in a war zone, if they end up in an extreme situation that requires such things (like an armed assault/hostage situation) they literally have entire departments trained specifically for that to call in. Being a cop can be risky, you can sometimes be put into a situation that means your life is put at risk to protect people, but thats just part of the job sometimes
In an ideal world, I’d agree with you. But, we don’t live in one, and there are ppl in this world who will commit violent crime, causing death and injury to others in situations that cannot wait for a tactical team to arrive. Your examples hold water in slowly developing or barricaded situations; but what happens to the victims who have to wait for armed police to respond during an active assailant situation? Car ramming, knife attacks, mall shooter? Strong words and pepper spray won’t cut it.
I agree with this, until the warning shot comment. Current UoF standards in the US is specially taught against “warning” shots. If you’re going to pull the trigger it’s to stop the threat. Iirc the argument allegedly is ricochets and where the “warning” shot goes to as well as its valuable seconds the threat could possibly harm you or others. Doesn’t mean I necessarily agree with the training though.
