I once went there to just have a look because it’s really interesting to see what they are in real life. Mostly young girls about 20 yo, they all took some kind of facial surgeries or treatments to look that face and they all know makeup skills. But without the makeup most of them look pretty awful because of the surgery.
Please look up the definition of "propaganda". It isn't "any media material by the chinese which isn't accurate". Propaganda has specific goals of influencing public opinion, which this material clearly has not. It's just an ad.

Do you have any evidence the government is involved in this? It *looks* like typical instagram nonsense for likes. Without context, getting hung up on the motive seems rather far-fetched. (Especially since the motive is relatively innocent imo, particularly when compared to much-celebrated western motives like the hollywood superhero/whatever universes and their typical depiction of US government and military)
