Where as the new order put a bigger emphasis on training and quality equipment. Less numbers to work with so opted for better quality .

I believe the armor is mainly engineered to protect against lasers shot from enemy blasters. Kinda like a bullet-proof vests. But for lasers

Most troopers you see on the ground aren't dead just knocked out from the force of the blast. The rebels tho. There mostly dead.

Exactly. Clone armor was either your dead or your not. Imperial armor is designed to disperse impacts, meaning they get knocked out instead.

3 but a staff made for combat. The force of the blow still goes through the armour, it just absorbs some of it. That's what armour does.
