You can make a skill 'legendary' after reaching 100 which resets the skill to 0. This way you can keep lvling up and keep getting perks.

DB quest "Recipe for Disaster". Speak to Anton Virane, get to the Intimidate option, select it, quit dialogue, repeat until speech lvl 100.
