The board of the Kennedy Center serves at the will of the president based on how I understand the law that created the organization. The chair is voted on by the board. He can't just install himself, but he can fire enough members of the board and install enough beholden to him that they would vote for him.

Not everything about the presidency is a law, there are a lot of customs and norms, things a president doesn't have to do but is expected to do. This is based on tradition, decorum, propriety, and other things Trump doesn't understand or care for.

And then there's the actual laws, which Trump can also ignore, because SCOTUS says he's immune, and even if he wasn't, the GOP is willing to burn down the entire country (and the rest of the world with it) to give him whatever he wants.

It was created because there was disagreement about how to site the federal government - any state that got it would have more power than the others, which was a non-starter.
