I would volunteer my time and bike to do that for the city. Every week. I've gotten at least 2 flats alone near my house because they only sweep every 2 months
I've recently become interested in, what I call, "cleaning the outside too". I bought myself a $30 'grabber' to take on walks along the otherwise very nice river promenade that's unfortunately somewhat littered.
I also have an urge to clean up the local city owned electric boxes that are the ugliest instances of any Swedish neighborhood. Always tons of tags, grafitti and poster remnants. But it's winter now so I'll wait a few months.
(And I have strange fantasy about making a cleaner bot, like a robovac, but for the outside, and it can take care of gum that gets stuck on the sidewalk literally everywhere.)
