There was a mod I used for a while that would glitch 20+ dragons into existence, all above my level. Took hours to clear.

Did you do the quest to unlock them yet? I personally didn't feel like chasing the quest down so I used a mod to make them appear w/o it.

Well alduin just wouldn't spawn at the beginning of the game so I had to use live another life mod to actually start the game 1/2

And then when I got to the watch tower the dragon just stayed there floating in mid air nor do they go to bones and it travels with me

That's... weird. You might want to check what mods you have that could affect dragon behavior. Maybe change the load order. I personally

I have a mix that can have other dragons call for help, so I once faught 9 dragons cause each one vales for help.

I have a mod installed for multiple dragons during an encounter. Easily had 5 before :) max I've had is 3 in game no mods installed

I had 3 once. An ancient and legendary that came as a pair as I passed near a mound Alduin was raising so a named one joined in.

I play on console and got attack by a legendary with 2 blood dragons... I was level 18

I love running around and getting enemies to attack each other, would bait bandits to fight giants to make quests easier/more fun

Craziest recent-ish was 2 giants and a werewolf. Werewolf punched one of the giants off a cliff & the other giant splattered it. lol

In Morrowind Cliff Racers would hover in line to attack you 1 at a time. Sometimes 5 or 6.
