It’s meant either way but the way shown introduces sharp edges and meant for full use. The other way allows it to be wrapped and saved.

I hardly ever have to use a can opener because pretty much all food cans nowadays have "soda-can-like" openers (at least in Germany).

There are different kinds, most of the cheaper ones do the vertical cutting. The horizontal ones are "safety" kind because no sharp edges

If you use a special designed opener for this maybe. This is done with a regular opener, and it does leave sharp, jagged edges on the can.

A can is only used as a container, after opening it is emptied and trown away. Never save product in an opened can, unless it is motor oil.

Not necessary anymore. Even discount cans come with a pull off lid today. Haven't needed an opener in ten years while using lots of cans.

I use opener on pull-off lids often. Easier to fully empty can if top completely removed. Pull-offs nice for camping, though.
