Pick up the scrap, make ingots, turn them into arrows. Level 100 smithing like a boss. I made over 16000 arrows with like 1.5 ruins of metal

Get a follower and go into any of the dwemer ruins. There are several pieces that can be made into ingots but they are heavy. 1/2

I smelt them in whiterun since your house is close you can get the well rested bonus of 10% xp gains. After chop wood and make arrows. Easy.
