Old enough to die for your country, old enough to have a vice

With our great weather we also have the crazies trying to run our day to day. Why fix the problem when you can simply make it illegal and make more criminals? Smoking education is working, people are smoking less. Passing this law only makes younger people less responsible for their actions imho. It's a dirty habit, sure. But men without vices have few virtues. They'll be healthy up to the day they kill themselves. I do smoke on occasion, as well as drink on occasion; rarely to excess due to true man teaching me that control is better than unlimited pleasure. Wish there were more like him out there.

I'd like to see some substance behind that "man without vices has few virtues" proverb. Otherwise it's just meaningless wordplay.
