No. From Gen 3 onwards, shininess had no effect on stats. In Gen 2, a shiny was determined by IVs, which meant all shinies had bad poor IVs.

A Pokémon can be shiny and have shit stats, or you may get lucky and get a perfect shiny. It's all rng.

actually as far as i can tell only gen2 games had the shiny based on IVs if all the specials were 10 and the attack was 2, 3, 6, 7, 10
