Rare does not mean raw. It means heated through. Blue means still cold, raw.

If the center is heated but not cooked then it's still partially raw, which is what rare is.

Certain proteins begin to cook at room temperature. Classic rare means 120F internal temperature. This is in no way raw.

Everything changes when the animal dies and the skin is removed. If you keep a piece of meat in a cool, humid room it begins to cure.

You likely won't catch any illness from a cut of meat as bacteria only lives on the outside. That's why cooking the outside is usually fine.
