I had my port wine birth mark removed, it spanned my entire back from neck to ass. Done with laser treatments took probably 5 times going

It's likely that the photo was taken right when the tattoo was completed, so what you're probably seeing is ink residue.

Be careful. This is an untrue misconception. Birthmarks change over time & not always benignly. (My mom's became melanoma & killed her).

I feel like it would still show to an extent. My tattoo covers a burn scar, a mole, and a smaller scar, but you can still see the marks.

That kind of birthmark can be mistaken for a burn or a rash. By outlining it, the person makes it clear that it's neither.
