It seems that this was a move to keep the US from restricting individual countries' definition of gender. Keep in mind, that this benefits both progressive countries, AND transphobic countries on the commission like Saudi Arabia and Bangladesh, most of whom abstained. Feels like this is much less of a win than the article claims.
