So a head of state, even a genocidal one, is immune from arrest while visiting any other country due to the Vienna Convention on Diplomatic Relations of 1961, which the US is a signer.

If Kim Jong Un came to the UN to speak, the US couldn't touch him... if Putin came to speak, same... the Ayatollah of Iran and the President of Cuba can come to speak, and the US has no authority to stop them.

The US has, in the past, blocked some diplomats from the UN, but never a head of state.

That is the primary trickiness... a ratified treaty (in the US) has the full force of Federal Law.

Even if we had ratified it, it would be outside the City of New York's jurisdiction to enforce it, only the FBI could (the NYPD can only enforce NY State Law and City of New York civil ordinances, if they see someone committing a Federal Crime (that is not also a NY State crime), they generally have to call the Feds (who will drive over and pick them up, cuz the city can hold anyone for 24 hrs).

Not quite. Law enforcement can detain outside of jurisdiction so long as they're cooperating with the people who are making the arrest. Its why military police can detain a civilian for the civilian authorities, and vice versa. Neither has jurisdiction over the other but they sure can choose to cooperate.

Well it's NYC, so even if all the federal groups that would have jurisdiction in this scenario didn't have local offices in or near NYC (they all do), it's still only a 4-6 hour drive from DC where most of them are headquartered.

So if any of those groups wasn't licking Trump boot and would actually do something about it, then it would be quite simple. It's really just the fact that their under Trump's thumb that's the problem, the logistics of picking him up are quite simple.

Problem is that Netanyahu is a foreign head of state (with diplomatic immunity to boot) and foreign affairs/immigration are solely the domain of the Federal gov (and the US isn't party to the ICC anyway). The FAA is entirely federal, so they'd likely not leave the ground if they tried to fly. The Coast Guard is also federal, so they're probably not going by boat.
