Not quite. Law enforcement can detain outside of jurisdiction so long as they're cooperating with the people who are making the arrest. Its why military police can detain a civilian for the civilian authorities, and vice versa. Neither has jurisdiction over the other but they sure can choose to cooperate.

Well it's NYC, so even if all the federal groups that would have jurisdiction in this scenario didn't have local offices in or near NYC (they all do), it's still only a 4-6 hour drive from DC where most of them are headquartered.
So if any of those groups wasn't licking Trump boot and would actually do something about it, then it would be quite simple. It's really just the fact that their under Trump's thumb that's the problem, the logistics of picking him up are quite simple.

It'd be nice, but as it stands Mamdani's statement act as more of an expression of intent than a real idea. The FAA is entirely federal, so they'd likely not leave the ground if they tried to fly. The Coast Guard is also federal, so they're probably not going by boat. And by car requires going through a checkpoint, so. Also, I wouldn't put anything past those shitheads, especially when literal invasion isn't the only stick they could shake.
