This title seems misleading :

knowing Italy they will.... in the beginning of the Syrian migrant crisis Germany said the refugees should stay at the first country they register in... meaning all by boat stay in Italy and all refugees from Denmark stay in Germany... Italy didn't let them register and instead gave them train tickets and EU vacation travel papers and sent them to Germany
