I am going to guess it has to do with low resolution and pixel alignment back in the olden times, and no one changed it once resolution was high enough to go more centered because it looked wrong then.

It had a real reason, in low pixel counts it looks best to have an even step, so you wanted to use lines that do stuff like straight, diagonal, or down 2 over 1. The base of the arow is at an angle that puts it at a 1:2 step, one side is vertical, and the other is 1:1 or 45 degrees. But you can't do that and have the parts centered without it looking wonky so they are out of line.
Just try if you go into paint, scale till it's like 16 pixels high, and try drawing it symmetric.
