Not to mention that some of the most common injuries come from bulls are having the bulls lean on people and pin them against fences, often breaking ribs. A nose loop will get them to move in a hurry
I can see why you would think so, but an animal that size can do some serious damage to others and itself if it were to panic. It might be slightly painful and uncomfortable, but it keeps him under control so nobody, including him, gets hurt or killed.
