Shoulder belts weren't a law until 1972 though. I have a 1968 Skylark GS. The shoulder belt was optional.

Nope, all US market cars after '68 (?) were req'd to have belts. Mine has lap belts but there's a lug for a shoulder belt on the b-pillar.
