I'd get a dremel tool and cutoff disks. Can be used in a tight space, less chance of damaging the surrounding area.

If it's seized soak it in wd-40 or a cleaning agent (dawn dish soap or similar works) and try again in 5-10 minutes

Have you tried liquid wrench / penetrating oil? Good for breaking through corrosion on seized bolts. Or like another suggested, soak WD-40

Are you replacing it or is it a repertory uninstall?

Replacing with a new Delta faucet. The brass but that locks this plate into place is completely rusted and seized in place

Uninstall the sink and cut that nipple off.About the only way to do it.Unless you have a super deep socket and a breaker bar with extensions

as rusty as this is i would try a hammer and a flat-screwdriver. if that does not work... get a angle grinder and cut it

Pair of vice grips, latch on and start bending back and forth till it fatigues and breaks

Try a reciprocating saw (sawzall) if you have clearances either on top or the bottom.
