He completely circumvented the purpose of the screen. You clean the clog up top so shit water isn't backing up into people's houses.

Leaves flow in all the time. That screen is to prevent larger debris from getting in, and to keep animals/people out.
I agree... But once you have soooo many leaves you clean the grate right? You don't just pull it and let it drain. Shitters full.
Just suffice it to say that this guy did exactly what the utility guy was gonna have to do anyway.
