- this style of makeup was/is associated with a traditional form of theatrical art called Jing Ju 京剧 (aka Beijing Opera)

I think it’s more about making the eyebrow angled. Lots of old Kung fu movies use makeup for the angle but it’s not closeup work.

German here, can confirm this is a traditional "Trachten" outfit. You can look up the Oktoberfest for more examples.
